"Omnibus spending bills" are always full of graft an corruption, forced to pass by congressional leaders

A century ago a humorist quipped that there are two things you really don't want to know how they're made: sausage, and laws.

And it's true--because everything you were taught in school about how laws are made--though true two centuries ago--was subverted decades ago into a process absolutely loaded with graft and corruption.

Of course if you're a Democrat you don't believe any of that--because if you did you understandably wouldn't support the process.  So let me show you how you can know I'm telling the truth:

If the process of directing tax dollars to the virtually infinite number of government programs was honest (instead of being absolutely *loaded* with deliberate graft to benefit a handful of rulers), the rulers wouldn't need to ram it through at the last second without giving 95% of your elected reps the chance to introduce--and vote on--amendments to remove the worst graft.

But every year the handful of top corruptocrats  threaten a shutdown, then introduce a so-called "omnibus spending bill" that's absolutely necessary to prevent the threatened shutdown.

"Wait...why didn't you cunning bastards pass the 12 required spending bills in a timely manner, as happened for decades before the corruptocrats took over?"

Years [decades] ago, congress would fund government by drafting, debating, amending and voting on 12 "appropriations bills" that funded the various parts of the huge federal government.

But for the last few decades leaders of congress have failed to do any of that.  Instead they wait til the last minute before the so-called "debt ceiling" (spending authority) expires and then ram through a thing called an "omnibus spending bill" to prevent a government shutdown.

These bills are absolutely *loaded* with pork--corruption that puts cash in the pockets of the corrupt leaders.  

These "omnibus spending bills" are written by top "leaders" of congress, working in secret, with assistance from a few “appropriators” (members of the House and Senate spending or “appropriations” committees).  Those assistants are hand-picked by the leaders for their total reliability.

The first time anyone in congress outside the leadership will see these pork-laden bills is just days or hours before a threatened shutdown of the federal government (due to not having an agreement on raising the so-called "debt ceiling").

This last-minute timing of the bill's release is carefully orchestrated by the leaders to prevent members and the public from a) learning what the bill contains, and b) having any time to amend or oppose the most obvious, outrageous graft.

This ensures the pork-laden bill will pass without any meaningful amendments.  That is, most members of congress won't have any meaningful input in this highly secretive process.  In effect, the leaders put a gun to members' heads and demand passage of the bill *as-is,* or else the government will be shut down.

Starting to see why we know "omnibus bills" are totally corrupt?  The *only* reason for the last-minute, gun-to-the-head rush is to keep voters from having time to find the corrupt pork buried in EVERY one of these bills.

But because congress "gets to vote on it," it gives the appearance of democratic legitimacy.

Sometimes this charade is enhanced by the corrupt leaders allowing members to vote on amendments of no consequence.  But the leaders don't allow any amendments that actually remove graft and corruption.

So passage of the pork bill is always assured. The leaders tell members that they MUST pass the monster bill even though they haven’t seen it, read it, or had time to debate or amend it—because if they don’t, there will be a government shutdown.  

Moreover, the leaders explicitly tell their Media allies that any members who vote against the omnibus will be to blame if the spending bill fails to pass and the government shuts down.  If you're over 40 you've seen this happen again and again.  So passage is always assured.

So although voters elect members of congress to represent them in all federal legislative endeavors, by using "omnibus bills" the leaders essentially prevent other members from being able to oppose the huge graft.

This is how you get a $33 trillion national debt.

To summarize: the omnibus bill is secretly drafted, introduced at the last minute, thus preventing all but the most trivial debate, then passed under extortion by the leaders.

Members of congress are starting to realize that voters are slowly beginning to see and resent the utter, ghastly corruption, so some members--including the corrupt leaders themselves--have started saying things like “we will not support omnibus.”  But in the end, they vote for it.

Another new strategy by the corrupt leaders is to promise to pass two or three smaller omnibus bills, simply to get away from the term "omnibus."  The leaders know that voters depend on the Media, and if the media doesn't call these bills "omnibus," voters aren't alarmed.  But they're passed by essentially the same rigged process described above.
