The software running Dominion machines in GA was changed days before the election, never certified by the state

Further to election fraud by Democrats, using voting systems purchased from Dominion:  On October 6th an Atlanta TV station reported that all the Dominion machines were being "upgraded" with new software--three days before early voting began in the presidential election.

This has not been disputed.  It's also undisputed that the software was never "certified" by any agency.  But election board rules require that votes can't be counted unless the software running the machines has been certified.  Unless those rules were waived or changed, how can the reported results be accepted as legal?

There has not been any followup on this issue.  Just lots of smoke, along the lines of "Don't worry, citizen, I'm sure it was just fine."

In a related issue:  Nevada also uses Dominion machines, and voters in Clark county (i.e. Las Vegas) who showed up early on the morning of election day report that they weren't allowed to vote for an hour or so, and that election workers told them the reason was that "software was being upgraded."  Haven't been able to confirm that one yet.
