"president" claims "26% of all kids in U.S. schools speak Spanish." What??

Three months ago (September 2022) Porridgebrain hosted a big celebration at the white house for "Hispanic heritage month."  He positivelydrooled over the contributions hispanics have made to the U.S., like...um...uh...oh yeah: Julian Castro.

And in the video below, he said something that surprised me: He said "26% of all school children in the U.S. speak Spanish."

No word on whether that means 26% of U.S. school kids are hispanic or what, but it seems to me there are three possibilities: a) he mis-read the teleprompter; or b) he read what it said, and that was correct; or c) he read it correctly, but the actual number is substantially different.

Look around you.  Unless you live in a border state, or NY or NJ or Chitcongo, you almost certainly see FAR more blacks than hispanics.  And for decades, blacks have constituted about 13% of the U.S. population.  So to hear the "president" claim that "26% of all school kids in the U.S. speak Spanish" seems...astonishing.  

But since the white house didn't issue a correction, it's reasonable to assume he read whatever the teleprompter said.  So that gets us to "Is the number he read accurate, or significantly wrong?"

Given the daily scenes of huge crowds of illegal aliens pouring across the Mexican border every day for the past two years, reportedly totalling over two million each year, and charges by numerous state law enforcement officers that the regime has been flying illegals to interior cities at 3am since Porridge took office, do you think the regime would give the real figure, or do ya think they'd significantly under-report it to calm voter worries?

 

So...assuming Porridgebrain's number of 26% is accurate, what can we conclude?

If you're hispanic, it's faaaabulous.  If you're white...
