A legal/logical question for ya

Here's a logic/legal question for ya:  California has made the theft of items valued at less than $950 a simple misdemeanor--no jail time, just a "summons", like a ticket for not buckling your seatbelt.  Similarly, the socialist District Attorney in Dallas has said he won't prosecute thefts under a thousand bucks.

So here's the question:  If a thief steals a credit card from you, but charges less than $950 on it, is that a simple misdemeanor, or a felony?

Here's another question:  Do ya think theft in Cali and Dallas will increase or decrease as a result of the wonderful liberal policies enacted by the Democrats in both jurisdictions?
